Air Force Major General John C. Koziol has been nominated for appointment to the grade of lieutenant general with assignment as deputy under secretary of defense (intelligence), for joint and coalition warfighter support. He is currently serving as commander, Joint Information Operations Warfare Command, U.S. Strategic Command; and commander, Air Force Intelligence, Surveillance and Reconnaissance Agency, Lackland Air Force Base, Texas.

Jack Penkoske, director of manpower, personnel and security for the Defense Information Systems Agency (DISA), has received the Presidential Rank Distinguished Executive Award for his leadership role in placing DISA at the forefront of human capital management within the federal government. In addition, Richard Williams, DISA’s acting principal director, Global Information Grid Enterprise Services Engineering, has received the Meritorious Executive Award.


Air Force Lieutenant General Charles E. Croom (Ret.), who recently retired as director of the Defense Information Systems Agency, has joined Lockheed Martin as vice president of cyber security solutions, where he will lead the overall cyber security strategy.


The Navy has named its next missile range instrumentation ship in honor of Howard O. Lorenzen, the late Naval Research Laboratory electrical engineer who was instrumental in the creation of U.S. electronic intelligence capabilities. Considered by many to be the “father of electronic warfare,” Lorenzen’s accomplishments include developments in radar, electronic countermeasures systems and intelligence satellite designs.


Command Information has appointed Jeremy Duncan as director of IPv6 products and services. A former Marine Corps captain, Duncan will provide strategic direction and insight to expand Command Information’s service offerings in two key focus areas: the communications provider market and Defense Information Systems Agency Joint Interoperability Test Command certification process.


The Network Centric Operations Industry Consortium (NCOIC) has elected Terrence C. “Terry” Morgan of Cisco Systems to the position of NCOIC chairman. Michael Curtis, of IBM, and Edgar Buckley, of Thales, will support Morgan as vice chairmen. Morgan is director of networkcentric strategy for the Global Government Solutions Group at Cisco.

Sarah Allen and Gene Colabatistto have joined SAIC’s Intelligence, Security and Technology (IST) Group as senior vice presidents of human resources and program development, respectively. In addition, Joel Richards has been named senior vice president of business development for the IST Group. ♦
