Senior Vice President
Raytheon Technical Services Company LLC,
Global Training Solutions

Q: As an introduction, what differentiates Raytheon Technical Services Company in the training arena from others?

A: We bring significant global expertise to both government and commercial training markets. We offer a broad spectrum of state of the art training solutions, starting with front-end design efficiency and carrying our expertise through to the management of large-scale complex training systems. We have evolved our capability over decades of experience with a focus on metrics-driven solutions. As a result, we provide our customers with substantiated and predictable training solutions that deliver measurable value and results. We don’t view training as an off-the-shelf purchase. All organizations are a bit different. Their training initiatives must work to deliver results while also supporting the development of the organizational culture they desire.

Q: Please update us on the Warfighter Field Operations Customer Support (FOCUS) program.

A: The Warfighter FOCUS program will complete its second full year of implementation in April 2010. Our open business model offers rapid solutions to emerging training requirements and new geographic locations. This particular feature has been very successful and provides our customers a flexible and versatile training support contract. Over the last two years, we have significantly decreased the time required to add or modify contracted tasks. We have also provided our government counterparts and teammates visibility into our management processes, which has resulted in speed and efficiency. The Warfighter FOCUS contract vehicle has enjoyed great acceptance by operational units and has provided the efficiencies promised. Raytheon continues to take great pride and sense of accomplishment in the success and value added by our team to the readiness of our customers through the Warfighter FOCUS program.

Q: This fall, Raytheon was awarded a contract to deliver combat training services in Kuwait. Discuss the products and services that your company-led team provides to deployed training audiences.

A: We are providing advanced training to the U.S. Army and coalition forces. That support includes:

  • Range support for unit marksmanship and gunnery qualification
  • Company/team situational training exercises
  • Military Operations in Urban Terrain Live Fire Exercise
  • Fire Task Force Maneuver Field Training Exercise
  • Brigade Combat Team Maneuver Field Training Exercise
  • Theater integration training to include range construction and maintenance

Q: Tell us how Raytheon is providing training solutions to help defeat asymmetric threats on the battlefield.

A: We have developed a new counterimprovised explosive device training solution that uses immersive virtual simulation. It’s a portable, safe and effective training solution for countering IEDs. Depending on the configuration, individuals or entire platoons can be simultaneously trained in this realistic virtual battlefield. It allows for easy and fast implementation of lessons learned and changing threats to ensure the warfighter training is current.

Q: Discuss your company’s 2010 business objectives and plans for its training portfolio.

A: Training is a key element of Raytheon Technical Services’ portfolio, which also includes logistics, engineering services and security solutions. In 2010, we are poised to expand our training capabilities globally. While we already have training professionals serving countries, we are focused on significant opportunities in the United Kingdom and Middle East. For example, as part of the Metrix Consortium we are providing training for the U.K. Ministry of Defence’s Defence Training Review program to provide engineering specialist training for the next 30 years. DTR is scheduled for award later this year and we believe this model will have application in many other nations. We are also one of the qualified bidders for the U.K. Royal Navy Fleet Outsourced Activities Project to provide a broad range of naval training and support. This contract is to be awarded in early 2012 preceded by a preferred bidder selection in May 2011. The Middle East will provide significant government and commercial training opportunities as well as vocational training, and we anticipate new business this year. Steady growth is projected in commercial training as we expand into new market verticals. The U.S. market remains solid with a robust pipeline in defense and civil government programs. As discussed, we will continue to expand the tasks on Warfighter FOCUS and are pursuing adjacent customers in the civil market. ♦
